Section 1. Policy.
The strength and stability of American democracy depend fundamentally on the integrity of its electoral processes and the robust participation of its citizens. Threats to electoral integrity, including foreign interference, domestic disinformation campaigns, and barriers to voter participation, undermine public trust and the foundational principles of our republic. It is the policy of my Administration to safeguard free and fair elections, promote civic engagement, and ensure that every eligible American can exercise their right to vote without undue burden.
Sec. 2. Establishment of the White House Office of Democratic Resilience.
There is hereby established within the Executive Office of the President the White House Office of Democratic Resilience (hereinafter referred to as "the Office"). The Office shall coordinate efforts across the Executive Branch to protect electoral integrity, promote civic participation, and strengthen the resilience of American democratic institutions against internal and external threats.
Sec. 3. Functions of the Office.
The Office shall:
- Coordinate Inter-Agency Efforts: Coordinate and integrate the efforts of federal departments and agencies to identify, prevent, and respond to threats to electoral integrity, including cybersecurity risks to election infrastructure, foreign interference, and domestic efforts to suppress voter participation.
- Promote Civic Participation: Develop and implement strategies to promote civic participation, including voter registration, voter education, and accessible voting options, in coordination with state and local election officials and non-governmental organizations.
- Combat Disinformation: Work with relevant agencies to counter disinformation and misinformation campaigns targeting elections and democratic processes, while rigorously protecting freedom of speech and the press.
- Support State and Local Election Officials: Provide support and resources to state, local, tribal, and territorial election officials to enhance election security, improve election administration, and ensure equitable access to the ballot.
- Research and Analysis: Conduct and commission research and analysis on emerging threats to democratic resilience and best practices for strengthening electoral processes and civic engagement.
- Public Engagement: Engage with the public, civil society organizations, and academic institutions to foster a shared understanding of democratic principles and the importance of electoral integrity and civic participation.
Sec. 4. Leadership and Staffing.
The Office shall be led by a Director, who shall be appointed by the President. The Director shall report directly to the President and shall be supported by such staff as may be necessary to carry out the functions of the Office, including detailees from other federal agencies.
Sec. 5. Inter-Agency Coordination.
All executive departments and agencies shall cooperate with the Office and provide such information, support, and assistance as the Director may request to carry out the functions of this order, consistent with applicable law.
Sec. 6. General Provisions.
- Nothing in this order shall be construed to impair or otherwise affect:
- the authority granted by law to an executive department or agency, or the head thereof; or
- the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
- This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
- This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
Sec. 7. Reporting.
Within 180 days of the date of this order, and annually thereafter, the Director of the Office of Democratic Resilience shall submit a report to the President, through the Chief of Staff, detailing the activities of the Office and recommendations for further action to strengthen democratic resilience.
